Why does my power meter show a low output that doesn't reach the stated wattage?

In SSB/AM mode, power fluctuates dynamically with your voice. Standard average-reading meters cannot accurately measure this Peak Envelope Power (PEP). To correctly test SSB/AM power, you must use a professional power meter supports PEP measurement.
Why won't my radio go into Boot Mode for a firmware update?
